    PASSIVE SAFETY DEVICES
    Are devices which protect human life, if an accident occurs. As the priority is to save lives, this mission must be accomplished independently of the first cause of the accident, and also independently of the judgment of guilt. Passive safety devices define whether one will be saved or not. For these reasons they MUST BE OF THE HIGHEST QUALITY AND WITH VERY WELL DEFINED CHARACTERISTICS AND CAPACITY. THEREFORE, ALL CARE MUST BE TAKEN IN THEIR DESIGN, MANUFACTURING AND INSTALLATION.

    EXAMPLES: SAFETY BELTS, AIR BAGS, ABS (ANTI BLOCKING SYSTEMS FOR BRAKES), SAFETY GLASSES, ENERGY ABSORBING CAR FRAMES, BUMPERS AND UNDERRIDE GUARDS (REAR, FRONT AND SIDE) FOR HEAVY VEHICLES.

    PASSIVE SAFETY DEVICES ON THE ROADS: RELIABLE GUARD RAILS.

    It is not possible to accept that any one of these devices does not perform correctly, since the consequences would be disastrous.
    Standards must be issued considering well defined objectives; otherwise half safety will result, and half safety is like no safety, because you, yourself, may require full safety!

    The existing standards regulating underride guards are examples of half safety.
